Role Summary Statement:

This is an exciting and dynamic role that combines strategy development and building strong relationships to shape and drive emerging programs, initiatives, policy, and projects within BGE’s Utility of the Future Strategy group. The Senior Policy Analyst will work on innovative focus areas such as BGE’s Path to Clean, programs that support Maryland’s decarbonization goals, clean technology such as battery storage, clean fuels, community solar, etc., as well as how BGE might evolve as we focus on delivering a premier customer experience and equity.  The Senior Policy Analyst will support executing emerging programs that BGE is creating, including research and trend analysis, monitoring policy, issues gathering feedback from internal and external parties, managing project milestones, and communicating with different levels of stakeholders inside and outside of the organization. This role will conduct short-term and long-term business planning, track KPIs, and provide presentations and report outs on progress across the organization.

A portion of this role will also be dedicated to managing the BGE Political Action Committee (PAC).  In this capacity, the Senior Business Analyst will use many of the same skills to develop and maintain the PAC budget and financial processes, recruit members, organize fundraisers, and organize several events each year.  The role will cultivate strong relationships with internal and external stakeholders and will work directly with leaders in the company.  An open, problem-solving, collaborative mindset and strong communications skills are a must.  An interest or experience in energy or utilities, sustainability, or clean tech would be a plus.

Specific responsibilities may include: Research, monitor, and analyze policy issues affecting Exelon Utilities in multiple subject matter areas, including natural gas and electric distribution, transmission, security, renewables, distributed generation, competitive markets, and other industry wide trends or issues that may provide opportunities or risks to the Utility’s current business model or regulatory regime. Responsible for applying critical analytical skills as well as possessing an in-depth working knowledge of legal, regulatory, financial, and accounting concepts unique to the utility industry, to support the development of projects that advance the strategy and policy objectives of the Company. Act as liaison, providing critical information to Exelon’s business units on strategy, policy and market issues, both proposed and adopted, and/or impacts resulting from decisions, policies, or rulemakings rendered by regulatory entities with jurisdiction over, or impact upon, Company activities. Collaborate with other Exelon business units to organize all phases of production of various presentations and outreach related to energy policy and strategic initiatives. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

 

  • Research, review, and analyze new policy, programs and businesses relevant to or made by parties to regulatory proceedings and orders issued by administrative agencies exercising jurisdiction over the Company’s business activities. 20%

  • Assist with quantitative and qualitative analyses of regulatory and policy initiatives as it relates to emerging strategic programs. Responsibilities include research, identifying barriers, analysis, monitoring and the preparation of appropriate written and oral reports for management. 25%

  • Manage the activities related to BGE’s PAC, including managing the budget, administering tools and tracking, working with leadership on PAC strategy. From time-to-time lead and manage fundraising and member recruiting events. 25%

  • Support preparation of position papers, testimony, and analyses concerning regulatory and policy issues, and participate in and prepare summaries of, as needed, meetings of trade associations and advocacy groups 25%

  • Establish and maintain library and on-line research capabilities required for effective coverage of regulatory and policy issues of concern to the Company. 10%

  • Work with outside counsel, internal counsel, and consultants in connection with the preparation of submissions to regulatory agencies or vetting new programs. 10%

 


JOB SCOPE

  • This position has a direct impact on the Company’s ability to generate the revenue required to successfully develop and implement its strategic initiatives thereby impacting shareholder returns, cash levels, and earnings.

  • The position has significant internal interrelationships. Key internal relationships include regulatory, finance, accounting, customer, transmission and distribution, economic development, governmental affairs and legal, as well as other operational and support groups within the Utility and Exelon Corporate.

  • The position requires an ability to work effectively in cross-functional teams to provide support for various company initiatives. In addition, the individual is regularly called upon to provide data and analyses to company personnel with regards to complex regulatory issues.

  • In supporting key energy policy and strategic initiatives, the position may interface with regulatory staff and external consultants requiring cooperation, tact, diplomacy and excellent judgment to further the company’s credibility, image and business objectives.

  • Work is complex in nature and involves both technical and creative skills to achieve attainment of the Company’s objectives within the context of the federal and state regulatory

Qualifications

MINIMUM QUALIFICATIONS

BS or BA in relevant field, such as Business, Political Science, Engineering, Economics, Mathematics, Finance, or Accounting.

Must possess strong written and oral communication skills, technical and financial aptitude, and effective personal skills.

Should possess a broad understanding of Exelon/energy delivery strategy and business practices.

Must display a high degree of professional integrity, complex problem solving, and creative thinking abilities

Have demonstrated high-level competencies in 1) accountability, 2) collaboration, 3) continuous learning, and 4) high performance in ambiguous situations

Five or more years of related experience, primarily in regulatory policy, political/governmental affairs, corporate communications, rates, accounting, financial, or strategic planning areas.


PREFERRED QUALIFICATIONS

Advanced degree in, , Energy, Sustainability, Business, Economics, or Law. Experience in innovation, program design, clean energy technologies, any sector of the energy or utility industry.
