PRIMARY PURPOSE OF POSITION
The work environment for this position is currently hybrid - 2 days per week in the office (Baltimore, MD) with the opportunity to work remotely on the remaining days. This is subject to change based on business needs.
T&S Regional Projects Engineering is a unit consisting of engineering and design personnel providing Project Engineering in support of substation system performance work. The team supports the execution of design, engineering, and commissioning of electric substations in support of growing load demand, reliability, innovation and regulatory compliance. Projects supported by the team are system performance projects to include, but not limited to, circuit breaker replacement, RTU upgrades, transformer replacement, replacement of aging infrastructures etc.. The T&S Regional project Engineering team’s mission is to provide the technical leadership for project execution along with contract management for outsourced projects with a focus on optimization and resource empowerment. Optimization includes assessing projects for bundling or merging opportunities to gain efficiencies with drawings, project visibility, outages reduction and cost savings opportunities.
The successful Sr. Engineer candidate will perform Lead Responsible Engineer (Project Engineer) duties providing direction to both internal staff and external consulting engineers and designers (EOCs and SEOCs) in support of a wide range of transmission and substation projects. Typical responsibilities include:
- Executing strategy for all project or program design and engineering (D&E) activities.
- Defining technical project scope as it relates to D&E activities
- Leading Request for Proposal (RFP) development activities for contractor onboarding
- Onboarding & managing EOCs (Engineers of Choice) and OEs (Owners Engineers)
- Providing technical direction/engineering expertise to EOCs & OEs
- Oversight, quality assurance and delivery of preliminary and detail D&E packages;
- Supporting development of engineering schedules and estimates; driving D&E activities identified in schedule
- Providing D&E technical support during construction, commissioning and closeout phases
The LRE will be the facilitator in resolving issues in several technical areas requiring advance knowledge and experience. Other responsibilities include assisting the team in providing estimates on required resources and costs, developing P6 schedules, outage sequencing, and managing technical challenge sessions.
Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Lead multidisciplinary teams in the execution of design & engineering activities and function as the technical point of contact throughout project lifecycle.
- Collaborate with stakeholders in Capacity Planning, Project Management, Substation Engineering Design and Standards, Transmission Planning, External Affairs etc. to drive execution of projects and provide customer focused results.
- Onboard and manage design & engineering contractors (EOCs & OEs) by overseeing their project responsibilities, providing technical direction, and ensuring the timely completion of their tasks to meet project milestones
- Oversee the procurement of substation equipment and work with team members and vendors to address equipment challenges
- Identify complex engineering issues that impact safety, reliability, quality, cost schedule etc. and work with engineering team members to resolve these issues.
- Manage the design and engineering schedule utilizing Primavera P6

Qualifications
MINIMUM QUALIFICATIONS
- Bachelor of Science degree in Engineering or Licensed Professional Engineer (2) (3) Knowledge of engineering designs, principles and practices
- Ability to analyze and interpret complex electrical and mechanical systems.
- Knowledge and ability to apply problem solving approaches and engineering theory.
- Detailed knowledge of applicable standards, codes methods, and practices unique to areas of expertise.
- 7+ years of professional engineering experience (1) (3) (See Note 3. Thorough knowledge and experience in unique areas of engineering expertise.
- Ability to apply advanced engineering principles to identify and resolve complex issues.
- Minimum of three related career experiences (4) (i.e., changes in technical job responsibilities, which may or may not include a change in department) OR
- Lead Member of a recognized industry committee OR
- Professional Engineer's License (2), advanced technical degree, MBA or Project Management Certification (1) Master's degree in Engineering reduces the OJT experience requirement by 1 year. (2) License must be issued by the state in which you are practicing. (3) PE License reduces the OJT experience requirement by 1 year. (4) Career related experiences is defined as changes in technical job responsibilities and does not have to include a change in department.
- Note: Items (1) and (3) are mutually inclusive, whereby the maximum experience requirement reduction is one (1) year (e.g., in the case of an employee with both a master's degree in Engineering AND a PE license, the minimum experience requirement would be reduced by one (1) year).
PREFERRED QUALIFICATIONS
- Graduate degree (1) or Graduate level work in Engineering, Business Administration or Project Management Certification
- Licensed Professional Engineer (2) (3)
- Strong teamwork, interpersonal skills and the ability to communicate with all management levels.
- Strong written and oral communication skills.
- Substation design and engineering experience with knowledge of physical designs, protection and control schemes/design, and substation studies
- A working knowledge of Primavera P6, Asset Suite 8
