Primary Purpose

 

This is an exciting and dynamic role that combines strategy development and building strong relationships to shape and drive emerging programs, initiatives, policy, and projects within BGE’s Utility of the Future Strategy group. The Principal Policy Analyst will work on innovative focus areas such as BGE’s Path to Clean decarbonization goals, customer-facing programs that support Maryland’s decarbonization goals, and clean technology such as networked geothermal, battery storage, electrification, distributed energy resources etc. This role will support BGE as we evolve to focus on equitably delivering a premier customer experience.  The Principal Policy Analyst will support executing emerging BGE programs and policies, including research and trend analysis, monitoring policy and making policy recommendations, gathering feedback from internal and external parties, managing project milestones, and communicating with different levels of stakeholders inside and outside of the organization. This role will conduct short-term and long-term business planning, track KPIs, and provide presentations and report outs on progress across the organization. An open, problem-solving, collaborative mindset and strong communications skills are a must, as is an interest or experience in energy or utilities, sustainability and decarbonization, and/or clean tech.

 

Specific responsibilities may include:

  • Develop and draft energy policy and regulatory projects and filings (both independently and on a team). 
  • Plan, develop, recommend, and champion BGE’s strategic policies and positions internally before Exelon/BGE key senior management, and externally before government agencies and stakeholder groups, as appropriate. 
  • Researching, monitoring, analyzing, and advocating on federal, state, and market regulatory matters in coordination with the other internal departments. 
  • Responsible for applying critical analytical skills as well as possessing an in-depth working knowledge of legal, legislative, regulatory, financial, and accounting concepts unique to the utility industry, to advance the regulatory and policy objectives of the Company. 
  • Act as liaison, providing critical information to Exelon’s business units on regulatory, legislative, policy, and market issues (proposed, adopted, or in concept from) and/or impacts resulting from decisions, policies, or rulemakings rendered by regulatory entities with jurisdiction over, or impact upon, Company activities. 
  • Perform and participate in analyses of regulatory and policy issues related to the Company. 
  • Collaborate with other Exelon business units to organize all phases of production of various presentations and outreach to federal and state agencies, as well as stakeholders' groups. 
  • Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

 

Primary Duties and Accountabilities

  •       Research, review, and analyze new policy, programs, and businesses relevant to or made by parties to regulatory or legislative proceedings and orders issued by administrative agencies exercising jurisdiction over the Company’s business activities. Assist activities of the strategy and multifunctional staff as assigned. 30% 

  •       Evaluate, analyze, and champion the Company’s regulatory and policy initiatives in regulatory or legislative proceedings and stakeholder forums, as they relate to emerging strategic programs. 20% 

  •       Prepare position papers and analyses concerning emerging regulatory and policy issues, and participate in and prepare summaries of, as needed, meetings of trade associations, advocacy groups, and other forums where new and innovative ideas are discussed. 15%

  •       Work with outside counsel, internal counsel, and consultants in connection with the preparation of submissions to regulatory agencies or legislative policies. 10%

  •        Participate on corporate committees and with external organizations to develop strategies for decarbonization, improvements to regulatory infrastructure, provide comment on rulemakings, and develop innovative solutions with Exelon/BGE strategic and business objectives. 10%

  •       Establish and maintain library and on-line research capabilities required for effective coverage of regulatory and policy issues of concern to the Company. 10% 

  •       Coordinate the preparation of testimony by witnesses on behalf of the Company on regulatory issues.

Qualifications

Minimum Qualifications

·       BS or BA in relevant field, such as Business, Political Science, Engineering, Economics, Mathematics, Finance, or Accounting and 7-10 years of related experience, primarily in regulatory policy, political/governmental affairs, corporate communications, rates, accounting, financial, or strategic planning areas.

·       In lieu of degree, 9-12 years of relevant experience.

·       Excellent written and oral communication skills are essential to represent the Company internally and externally and to testify on behalf of the Company before regulatory agencies. 

·       Must possess highly effective personal skills to interface with other Exelon/BGE business units, external legal counsel, and state and federal commission staff.

·       Excellent financial, analytical, and technical skills are required to direct and oversee activities related to the evaluation of energy and regulatory policies, positions, and outcomes.

·       Should possess a broad understanding of Exelon/energy delivery strategy and business practices.

·       Must display a high degree of professional integrity, complex problem solving, and creative thinking abilities.

·       Have demonstrated high-level competencies in 1) accountability, 2) collaboration, 3) continuous learning, and 4) high performance in ambiguous situations.

 

Preferred Qualifications

Advanced degree in Energy, Sustainability, Business, Economics, or Law. Experience in innovation, program design, clean energy technologies, or any sector of the energy or utility industry.

 

Job Scope

This position has a direct impact on the Company’s ability to generate the revenue required to successfully develop and implement its strategic initiatives thereby impacting shareholder returns, cash levels, and earnings. The position has significant interrelationships both internally and externally. Key internal relationships include regulatory, finance, accounting, customer operations, transmission and distribution, economic development, government affairs, and legal, as well as other operational and support groups within BGE and Exelon. Internal relationships include the executive leadership of BGE, and to some degree Exelon and its subsidiaries, serving on corporate committees and teams providing input into business strategy development for the regulated businesses in a constantly and rapidly changing regulatory environment. In addition, this position is called upon to provide expert guidance and/or advise Company management with regards to complex regulatory issues on a daily basis. The

position requires that it be a trusted and reliable source of information for the regulatory agencies, legislative bodies, and other parties involved in the regulatory processes that impact the Company. The position is charged with participating with both internal and external organizations to develop regulatory infrastructure or develop alternatives to regulatory requirements that help to define the regulatory environment in a fashion that protects the interests of the Company while making substantial progress toward the company and state’s decarbonization goals. In doing so, the position

requires the ability to effectively interface with regulators, customers, expert consultants, and others, demonstrating cooperation, tact, diplomacy, and excellent judgment to further the Company’s credibility, image and strategic objectives. Work is complex in nature and involves both technical and creative skills to achieve attainment of the Company’s objectives within the context of the federal and state regulatory environment. Generally, operates with minimal supervision, while understanding the constraints on authority for issues that impact broad constituencies.
