PRIMARY PURPOSE OF POSITION

Serve as subject matter expert, lead and train other Department team members on day-to-day responsibilities, manage Department business processes and systems and identify and implement process and system improvements required for Baltimore Gas & Electric to purchase power in the PJM marketplace and deliver energy to retail customers under a restructured retail environment. Management responsibility for the design, testing, implementation, documentation and on-going performance of daily operational and financial processes. Represent Energy Acquisition on cross-functional teams evaluating or implementing strategic initiatives such as the design of new procurement methodologies and credit policies, and evaluation and implementation of wholesale market structure changes. Note: Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Serve as subject matter expert on business processes and systems and lead and train other Department members on business processes and systems used to procure power and allocate load serving responsibilities including load forecasting, verifying and submitting energy schedules, submitting capacity obligations and network service billing determinants, calculating and submitting 60-day reconciliations under PJM, updating customer class load profiles, producing load profile settlement equations, maintaining sample meter statistical data, performing load research for other internal departments and providing historical enrollment and usage data to suppliers. Management responsibility for the detailed design, testing, implementation, on-going performance and documentation of the day-to-day business processes and systems in accordance with key financial controls and Sarbanes Oxley compliance. (40%)
  • Serve as subject matter expert on business processes and systems and lead and train other Department members on business processes and systems used to estimate, accrue, process and report power procurement and transmission owner revenues and expenses resulting from multiple types of supplier agreements, financial swaps, RTO spot market purchases and sales, RTO transmission revenue and expenses and renewable energy credit supply agreements as well as perform supplier credit evaluation, mark-to-market activities and requests and processing of collateral. Management responsibility for the detailed design, testing, implementation, on-going performance and documentation of the day-to-day business processes and systems in accordance with key financial controls and Sarbanes Oxley compliance. (30%)
  • Serve as subject matter expert on business processes and systems and lead and train other Department members on business processes and systems used to calculate, verify and report generation and tie-line meter with market participants as part of the zonal check-out process and under PJM, perform associated meter adjustments and establish, test and maintain the station algorithms used to calculate the net generation output of generating units. Management responsibility for the detailed design, testing, implementation, on-going performance and documentation of the day-to-day business processes and systems in accordance with key financial controls and Sarbanes Oxley compliance. Function as the subject matter expert for Baltimore Gas& Electric, in its capacity as a Load Serving Entity within PJM, on PJM market structures, market design and market policy. Management responsibility for ensuring Company as a Load Serving Entity and a Purchasing-Selling Entity is fully compliant with NERC and ReliabilityFirst Reliability Standards. (30%)


JOB SCOPE

The management of energy, capacity, transmission service and ancillary services purchased and delivered by the Department exceeds $6 billion annually. The processing of collateral requirements associated with credit and mark-to-market activities exceeds $ 2 billion annually. Market design issues affect wholesale procurement methodologies and costs and retail tariffs, billing and revenues. Daily processes affect short-and long-term load and financial forecasts, real-time operations and after-the-fact reporting and settlement throughout the Company. Department members continually work with senior members of Customer Operations, Regulatory and External Affairs, Transmission Operations, Finance, Accounting and outside consultants in performing daily responsibilities and supporting strategic initiatives.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in relevant field and minimum 7-10 years of business experience or in lieu of Bachelor's degree, 9-12 years of relevant experience.
  • Familiarity with wholesale marketplace, OATTs and PJM business rules
  • Familiarity with restructured retail marketplace and Baltimore Gas & Electric retail tariffs
  • Strong interpersonal and excellent written and verbal communications skills
  • Ability to solve complex problems and make decisions and proactively resolve external counterparty issues


PREFERRED QUALIFICATIONS

  • Electric utility experience and/or familiarity with credit policy and financial analysis
  • Pursuit or completion of M.B.A.
