PRIMARY PURPOSE OF POSITION

SPECIAL POSTING NOTES:

Dependent on education and experience this position will be filled as a Load & Settlement Analyst or Sr. Load & Settlement Analyst. 

Provides technical expertise in developing and maintaining load forecasting models for energy, customer and peak forecasts and in tracking the accuracy of the forecasts.

Updates, maintains, and analyzes historical databases that involves load, weather, price, and macro-economic data, etc. and supports the weather normalization process and variance analysis on a regular basis.


Performs econometric estimation with large datasets including estimating hourly load impacts for BGE's demand response program.


Develops and enhances methodologies to incorporate the impact of energy efficiency, demand response, plug in electric vehicles, distributive generation to the energy and demand forecast.


Performs analysis and updates for the utility of the future strategic planning model and support related scenario analyses.


Bachelor's degree in Statistics, Applied Mathematics, Economics, or Engineering is strongly preferred.  Master's degree a plus.


Experience in data processing and programming (e.g. SAS, SQL, R, STATA, Excel etc.) is required.  Knowledge about econometric methods (e.g., panel data and time series data analysis), probability theory and statistics is strongly preferred for the SR analyst position.

 

Excellent communication skills.                                                    

 

This job is responsible for leading the development of statistical studies of energy utilization. This position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

Accountability

Leads the development of statistical studies of energy utilization. Guides statistical sample design, validation and analysis of results for electric and gas customer segments. Leads or conducts analyses in support of regulatory policy. 

Estimates active load management and related program impacts. Prepares and presents statistical or econometric results to a range of internal and external audiences. 

Provides consultation, analyses and support for the development of load profiles used in gas and electric retail market settlements.  Coordinates monitoring and evaluation tasks in compliance with regulatory requirements. 

Coordinates load research activities and provides project management for internal projects and consultants. 

Prepares testimony for the Public Service Commission and coordinates the preparation of data responses. 

Supports departmental initiatives.

 

Qualifications

Bachelor’s degree in economics, Engineering, Applied Mathematics or Computer Science and at least 5 - 8 years of related experience, or the equivalent combination of formal education/training and experience

Demonstrated mastery of statistical or econometric methods using products such as SAS, SPSS, Lodestar, Excel and other custom or packaged software in the PC or mainframe environments. 

Demonstrated project management skills to manage projects from concept through design, implementation and evaluation. 

Demonstrated ability to communicate effectively. 

Ability to work independently or as an effective team leader or member. 

Availability to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

      

Works under general supervision on varied to moderately complex issues.
