PRIMARY PURPOSE OF POSITION

This job is responsible for supervising a unit that is responsible for the acquisition, sale and management of real estate associated with gas and electric distribution and transmission systems including substations. This position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

- Accountability

- Provides oversight, of the preparation, negotiation, acquisition, retention, and interpretation of deeds, licenses, and right of way agreements.  Assures company facilities are protected by appropriate rights to avoid relocation expenses and to allow utilization of facilities to their fullest potential.  Defends the companys rights in legal challenges and disputes.   20

- Advises and instructs Company personnel on policy, and company and customer rights in questions of ownership and title. Oversees the recording of documents and research of deeds and other land records in various courthouses in the Companys service territory.  10

- Originates new policies and procedures for negotiating contracts, agreements, licenses, and permits.  Develops new agreement language and designs standard forms.  Analyzes and evaluates agreements prepared by company personnel, and institutes corrective procedures and guidelines to control, standardize, and improve quality of work.  20

- Maintains an inventory of those occupancies and oversees the payment of required rents and fees.   10

- Directs Company distribution and transmission right-of-way practices to ensure compatibility and consistency.  Oversees the preparation of training materials and presentation of training seminars related to right of way procedures.  10

- Provides guidance to the Right of Way Specialists acting as the companys liaison with various railroads and transportation agencies concerning the use and occupation of their rights of way. Provides advice to the companys lobbyists on proposed legislation.  Acts as a consultant on complex or infrequently encountered right-of-way problems.  Provides expert testimony in court actions involving Company rights.  20

- Keeps informed of provisions and requirements of the Service Tariffs, Standard Work Practices, and Construction Standards.  Keeps abreast of laws, ordinances, codes and courthouse procedures used in various counties as they pertain to permit and right-of-way procedures.  10

This posting is for a LightSpeed Supervisor in the Asset Attachment Unit reporting to the Real Estate Department. Responsibilities include:


•Strong knowledge of Exelon financial systems/processes


•Ability to independently maintain a budget and provide accurate forecasting


•Knowledge of field construction pertaining to the installation of wireless

 equipment on transmission towers


•Directly responsible for scheduling and workload management


•Supervises the functions of Cell Site Inspection, Construction Management, Tower Structural Analysis, and Account Management


•Maintains inventory of UCOMM leases and oversees required payments. 
•Knowledge of revenue and profit margin

 
•Knowledge of Asset Suite , CC&B, and Microsoft Office. Develops robust reporting.



Minimum:

- Education/Experience:

- Bachelors degree in field relating to the above, and at least five (5) years of job related work experience, or the equivalent combination of formal education, training and experience with a minimum of two (2) years experience as a Sr. Right of Way Specialist.

- Knowledge:

- Demonstrated knowledge of legal and practical considerations associated with land rights used to protect Company distribution facilities.

- Skills/Abilities:

- Demonstrated ability to develop standards.

- Demonstrated ability effectively to lead others.

- Demonstrated ability to communicate effectively.

- Ability to travel to all areas within BGEs service territory.

- Availability to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
Preferred:

- At least ten (10) years of job related work experience,


 


Qualifications

- Reports To: Manager Asset Records Management

- This job directly supervises Right of Way Specialists and Property Development Analysts.

- The incumbent impacts planning processes, budgets, company operations.
